The Oracle8i install created this system environment variable.
The mod_plsql component in Oracle HTTP Server (OHS) depends on this environment variable. Since there can be one value for WV_GATEWAY_CFG, it is not possible to start multiple OHS's listeners using the Services dialog box of the Control Panel.
